Approved by Decree 258/1998, this plan's main objective is to promote, guide and coordinate the different activities of the productive sectors on the non-developable land of the reserve, in coordination with the plans and programmes of the urban enclaves. It seeks to promote sustainable socio-economic development that is compatible with the conservation of the natural values of Urdaibai.
