It proposes a short-term emergency plan and a long-term strategic plan (2024–2034) with an eco-social, participatory approach focused on sustainable economic development, decent employment, social equity and land protection. It is based on the rejection or questioning of the Guggenheim Urdaibai project and advocates an alternative development model, drawn up by civil society, which prioritises the real needs of the region over large cultural projects.
